  1. Cook bacon in a large Dutch oven over medium heat until crispy, about 5 minutes. Remove bacon and set aside, leaving drippings in the pot.
  2. Add onion and bell pepper to the bacon drippings. Cook until softened, about 5 minutes. Add garlic and cook 1 minute more.
  3. Stir in diced tomatoes, chicken broth, tomato paste, smoked paprika, salt, black pepper, and cayenne. Bring to a simmer.
  4. Add rice and stir to combine. Return bacon to the pot. Cover and reduce heat to low.
  5. Cook for 35-40 minutes until rice is tender and liquid is absorbed. Do not lift the lid while cooking.
  6. Remove from heat and let rest, covered, for 5 minutes. Fluff with a fork. Garnish with green onions and serve.
